How to perform transaction

I am trying to trade commodities with someone else, and I am always told that "You cannot resolve a transaction with this player". It appears at the top of the screen in red whenever I try to switch from verbal agreement to transaction. I am currently the active player in a three player game, and I think I am the neighbor of both other people.

Never mind. I was used to neighbors being outside the board, not on the board. That explains the issues.

Looking at the "Neighbor Of" column in your game, it does not look like you have neighbors.
You need to have units or a planet adjacent to the player, which happens later in the game.

I am having the same issue: and it is more vexing because the player and I were able to make an agreement in Round 1 (when we were not neighbors), but not a second one in Round 2 — even though the first agreement was marked "complete."
Again, we're next to each other on the map, but currently don't have hexes next to each other (and again, didn't the 1st round). If you MUST share a border with someone to make a deal, how were we able to get an agreement the first time and not the second? Now we can't even make a verbal one.
UPDATE: ok, after poking around the interface, we realized you could make VERBAL agreements with anyone, but can only TRANSACT with a neighbor you share a border with. As someone who played only TI3 for decades, this is news to me. ANYWAY, onward

Also a point to realize is that you are considered neighbours during the agenda phase regardless of boardstare and can make 1 transaction during that as well.

Rule 60:
"
Two players are neighbors if they both have a unit or control a
planet in the same system. They are also neighbors if they both have
a unit or control a planet in systems that are adjacent to each other."
This is a very precise distinction, but it in case it matters for any effects:
If players are not neighbors, they still aren't considered neighbors during the agenda phase. They are just allowed to perform transactions even though they are not neighbors (rule 94.6).
In a similar way, if you have the Hacan promissory note in play you can resolve transactions with non-neighbor players, but you are not considered their neighbor for the purpose of any gameplay effects.

Thanks for clarification and yeah of the situation where it matters came up I would dig deeper in the exact wordings.
I'm impressed by how many times tricky corner cases have come up in the game where I wonder if you have solved them and have been pleasantly surprised every time.
It's apparent you know this game inside and out. Excellent work on the implementation and I hope we can run into eachother on a game someday.

Hi, my group have just started our first game of TI and are currently in the first round. We have struggled with the transaction interface.
You can only transact this a neighbour, so you are unable to set up a deal until a boarder is shared. So on a turn when a tactical action has been taken to move next to another player, the turn seems to have ended after completing the move, therefore not giving us the opportunity to make a deal.
It is probably something we’re are doing wrong but it has cropped up for a couple of players now and messed up some players plans a little.
I was hoping to figure out what we’re doing wrong so we can get the deals done as we are really enjoying the game so far.

You're not doing anything wrong. Normally you can offer a transaction once you become neighbors, and whenever the other player takes their turn, they can accept.
If it is crucial you resolve the transaction immediately, before any other turns, you can open the Advanced Pause Options screen from the Alerts tab (bell icon).
This lets you enable a pause at the end of your turn to do a transaction.
