An Italian fleet in the South Atlantic on the first turn.

In the first turn, the Italian player played the "Regia Marina" card and placed a ship in the South Atlantic.
Is this a bug, a quirk of the digital version, a loophole in the rules, or is it actually legal?
I had never seen this done before; it effectively causes the British to lose Gibraltar—and their fleet in the Western Mediterranean—due to a lack of supply in the first turn. Then, in the second turn, the Italians can take Gibraltar for free, which, in my view, all but decides the outcome of the game.
