What are the conditions to concede without penalties in a 2 players game?

Hi everibody!
I think I read somewhere in 2 players games you can concede without penalties if the game reach a minimum percentage of completion, I think it's 50% but I'm not sure and I can't find where I read that. I did not find it in the faq.
Can someone tell me what are the conditions and provide an official link, thank you for your help.

You never get a penalty for conceding, but conceding is only available in 2 player games and only after 50% completion
If you quit the game however, you will always be penalized regardless of the number of players and completion. Unless you play in friendly mode that is

Thank you for your answer.
But in this game:

It's only 47% completion but I "can" concede: there is a button to do it, when I click on it I just get the message: "You are about to concede this game. Are you sure?" but it says nothing about penalties so I prefer to ask first.

If you would like to concede, give it a try. There is no chance that you will receive a karma penalty. Your opponent will get full credit for the victory.
The system may simply respond with the 50% error message at that time. I'd be interested to find out if the 50% restriction has been removed. The restriction was in place to make it harder for someone to quickly accumulate a bunch of victories using a second dummy account, but that is unnecessary now that repeated wins against the same opponent have their Elo changes reduced.

That's a weird choice of terminology. I mean, the person who concedes before 50% is still conceding in their mind, it's just that they are doing it at a time where it's not allowed. It would make more sense for it to be a single concede feature, which may penalize you or not depending on when you do it.

Correction: you can press a button that says concede. But if you accept the following message, at some point you'll be told that you cannot concede before 50%.
Unless you mean a game-specific button, not the BGA-wide feature. Some games may have a custom button/link to concede/forfeit/surrender before 50%, but that's a different thing.

It's the button I see when I click on the 3 horizontal lines in the top right corner when playing at Space Empires 4X
