Bug Title: Utaku Kamoko & Stable Building Interaction: Free "Any Empty Territory" Move on Second Step

When an army containing the hero Utaku Kamoko, Unicorn clan (whose ability grants +1 extra territory movement each time the army moves) moves away from a Stable (which allows paying 1 koku to move to any empty territory), there is a bug regarding the cost consumption for the extra movement step.
The army moves away from the Stable, paying 1 koku to use the Stable's special ability to teleport/move to any empty territory.
Because of Utaku Kamoko's ability, the army gets a second/extra movement step.
The Bug: The game incorrectly allows the army to move to any empty territory on this second step without spending another koku, effectively giving a free teleportation effect on the extra movement step generated by the hero.
Expected Behavior:
The Stable's special ability (paying 1 koku to move to any empty territory) should be applied to the initial movement away from the territory.
The army moves away from the Stable, paying 1 koku to use the Stable's special ability to teleport/move to any empty territory.
Because of Utaku Kamoko's ability, the army gets a second/extra movement step.
