Board Game Arena

The card Columbus says I can colonize a card in hand. However when I clicked activitate it says it is the move is not authorized despite having a colony card in hand.
Can anyone give me an example of timing on how to use this card?

It's a political action. To do that you must activate in the beginning of your turn when you chose your political action (just click activate when you're in that phase). You can't do it with civil/military action.
