Glitchy games give good players bad reputations for being slow. I run IE9 and the system is so buggy that you need to hit f5 about every 30 seconds. of course this meens no time to do other things like think about the game! Am I being penalized for being too far from the server or am I really doing something wrong?

Still, I'm not aware of any problems with IE9 on Puerto Rico.
So you may have had connexion problems : from the screenshot, it looks like the css file was incompletely loaded.
But nonetheless, first thing to check would be to give a try to Firefox or Chrome and see what happens.

My wife cannot run Puerto Rico in IE9, either. It displays the screen in an extremely convoluted manner, requires frequent refreshes, and does not allow her to choose a job that has coins on it. Dominion was worse -- she could not even get it to display ANY information.
She was going to quit until she discovered she could use Firefox.

Hello,
I tested again Puerto Rico with IE9 and it works fine for me.
Seing the first screenshot of this thread, my suspicions would be about the Norton Bar visible on the screenshot.
This type of add ons, or misconfigured antivirus or firewall software can cause problems that would'nt happen on a bare, freshly installed IE9.
Anyway, as said before, in case of problems, the first thing to try is another browser (Chrome or Firefox).
