Would it be possible to implement the 2 game balances that would balance the game as recommended by the game designer?

(Corn players starts with 1 doubloon less and the cost of University and Factory is swapped)

Yes, the modifications that you describe could be implemented as a variant for Puerto Rico.
I was not aware of these recommandations from the designer. Do you have some reference link I can take a look at ?

I found out about the game changes from the Puerto Rico (board game) entry in Wikipedia. The building price swap information seems to come from an interview with Andreas Seyfarth and the 1 doubloon less for players starting with corn comes from an extensive discussion on BoardGameGeek forums. Hope this helps.
