Well, since the post says it won't increase, I'm ruling out 7 Wonders, although I'd love to see that game on this site.
Someone suggested Hanging Gardens, and that seems like a good possibility.
When I looked up the game Hanging Gardens on boardgamegeek, it mentioned that the original gardens were built "for the eyes of Amyitis." So perhaps the game is Amyitis? But I think based on game "weight", Hanging Gardens is more likely than Amyitis.
Looking forward to finding out!
