All starts with 5 minutes, but each get more time than others, it depends of the game, of course.

Every player has an amount of time he can consume during a match; if he runs out of time, he gets a penalty.
There is a base amount (5 mins.) + an extra amount which is added after every turn.
You start with 5 minutes in both normal and fast mode. But in fast mode the added amount is less than in normal. So you will run out of time earlier in fast mode, or: you can take more time to think in normal mode.

In most games there is no difference because the added time per turn is something like 2 minutes (sometimes even 10 000 days) vs 2.5 minutes (or 15000 days) which is then capped at five minutes.
So, basically timing is exactly the same for fast and normal if you have been moderately fast in the turn just before that
