Cheat or bug ?

During my last game, my opponent just gain a free action from a "board bonus". He got an eagle during this turn so I rewatched the replay to be sure but no, he played 3 turns in the same turn :
- Played University + new project (reptile + zoo project) with a lvl 9 action (5+ 4X)
- Free turn : played Eagle + a reptile
- Build something.

Is that a cheat ? Or a known bug ?

It's neither of those things. It means that your opponent had the Silver Lake map and chose the extra turn reward space when selecting the reward for that conservation project. Yes, you can chain that with an eagle and get three turns in a row.
