no tanks or death rays

I can't find this in the rules or the tips anywhere.

in the event that someone has say one or two types of earthlings set aside but hasn't rolled any tanks or selected any death rays, if they choose to end their turn will they be able to claim the earthlings or not?

I had this situation in a game just now and didn't want to risk it so I kept rolling until I got a couple of death rays and ended my turn.

I don't see why not, you have as many green death rays as red tanks. That's a success, and you can end your turn whenever.

Red tanks are earth defenses. If earth does not put up any defenses, and just bends over a let you take their cows, chicken en men, then you have no need for Death Rays.

Zero is not more than zero. Zero is at least as many as zero. So the result is as the other comments state.
