I guess I should confirm. They did fall off, but while I "ascended" to 1st, I didn't get the achievement until I played again (and was still in first).

I was able to report a player for doing this. Obviously very low priority, but I was thinking a fun achievement to add (if it doesn't already exist) is a "Unified Belt" for someone who holds both Arena and ELO #1 for a game at the same time.
