If I were in your shoes, I would submit the evidence with a statement something like this:

"I strongly believe this new account to be this previous person's account under a newname, and here is why."

If you believe the previous information is relevant, then definitely include it.

I tried this... The report is gone/completed and the players are still around, so I guess they weren't convinced. Time to collect more evidence next season. They've put themselves so out of reach they probably don't need to play anymore this season.
