Clicking on 1 of the 2 cities that define a route (that can be a tunnel) permits to build a station.

The first station to be build needs 1 card.
The second station to be build needs 2 cards of the same color.
The third station to be build needs 3 cards of the same color.

At 3p you have not the double routes!
If one player takes a route (double) that you want, maybe the second player can take another route which was your backup route and so block you.
