I tried digging back through my games and couldn't find it - I guess it's possible that it was the science museum, although that's not how I remember it. So, the way it's supposed to work is based on tags, not requirements. I'll keep an eye out in case I see this again.

While I don't have video, I was playing a solo game, and played the science library (which gives $2 for every research tag played). Later in that game I played medical breakthrough which has 1 science tag, but has a requirement of 4 science tags. I received $10 from the science library when I played...
