It is a premium feature. Although it is not perfect, if two or more people have the same colour set as their preference then it is randomly selected still. I recently had a run of 5 or 6 games in a row with different colours.

I am curious what people's thoughts are on the most effective ways to use the diplomat. I often see people using it on an architect in very early stages, but how is it best utilised in the mid to end games?

I can tell you it will not happen. BGA's policy is not to adapt house rules of any kind. if they would the floodgates would be opened. Yes, I know and I understand, but original options in arena mode could defeat the strategies of hard gamers... the example exists with Ark Nova's alternative boards...

I have played a couple of campaigns and the one where the winner gets the 4 size church seems overly influential in the long run. I am interested to hear others thoughts on this and how best to deal with this damned square abomination.
