I don't know if it's officially documented anywhere, but in my experience, turn based tables are ended if the game doesn't start within 3 days. Also, if I go look at the list of all open turn-based tables (for all games) and go to the the bottom, the oldest is just short of 3 days old.

I don't know the game, but if these are legal moves, I don't think there is technically grounds for banning. If these are not legal moves, you may need to put in a bug report to fix it.
