I didn't realise that the bonus would no longer count if I built over the field.
Is that explicitly stated somewhere in the rules?

Under the kiosk is the bonus of the map so these 1 enclosures are built to the bonus of the map therefore the two 1 enclosures should have 3 free spaces.

Does it say somewhere in the rules that enclosures on the water don't count for the bonus or is it just a bug?

I an cannot play a secondimal although all conditions are met. The screenshot should explain it completely
