Played a 4-player game where we only had 8 camels each. How can I "control" 13 tiles?

I only had 7 camels out. Jerry had 6, but the other two players indeed had 4.

Trashing is too strong if the 2nd train slot that provides a bonus tile/auxiliary action is in the game.
