I have experimented with this as well. For your desired structure a minimum of 63 players would have been ideal so that everyone gets to play Stage 1. Thinking time for real time games changes over time based on average player behavior.

My understanding is that players are now taking a bit longer on average to play games, even in fast mode and the clocks were running low often.

Perhaps the new cards have made players think more and slow down?

Void Mage doesn't remove a signet, it removes a modifier or ongoing effect. It is generally used to flip the outcome of an encounter.
