When did the thinking-time parameters change?

When did the thinking-time parameters change?

A fast game now starts with over 2 minutes of thinking time; it used to be 1:45. Did BGA explain this change?

Thinking time for real time games changes over time based on average player behavior.

My understanding is that players are now taking a bit longer on average to play games, even in fast mode and the clocks were running low often.

Perhaps the new cards have made players think more and slow down?
