Is there any way to use the navigation+1 bonus tile to use the spades that you get on cults. And if so, should we take it on the previous or on the following round ?

Is that a rule or a bug. Nomads can't use sandstorm over a bridge whereas tiles are considered to be adjacent for power or to build a TP.
