Oh, this has happened to me too! I thought it was just my phone being weird but if it's happening to multiple people it sounds like it's on the BGA end.

I have been able to use them in that window. Are you sure you weren't hitting the limitation of one padlock ability per turn instead? That's caught me out a few times.

Thanks to whoever added the "Done" buttons to the explore phase and initial world selection. Race has definitely been one of the BGA games where it's easiest to have your game ruined by a misclick, so these quality-of-life improvements are welcome
