BGA has the required framework and audience, and an approval to host the game.

It's been answered multiple times. It is a publisher decision not to play the Premium Edition anymore on BGA. When you set up your own table, you can partially choose which Monsters are available.

I know you will answer with the fact that you can't set up tables yourself because you're not a premium member on BGA, but that sounds like a you-problem, not a KoT-problem.
