What we do is simply place in the header/presentation that the room is a private game and ask anyone else who joins to please leave. They're usually nice enough to do so... and you can kick them out if they're stubborn.

How about simply not counting inactive players in the rankings? When a player no longer plays for a specific period of time, he is flagged as inactive but their ELO rating is preserved, and there is no decay. The system then doesn't count the player in the rankings. When a player comes back and play...
