I also filed this as a bug report (BanBan said not a bug) - https://boardgamearena.com/bug?id=184473 and then they quoted this section of the rulebook - "Rules: The first time you introduce expansions to your game, mix in all [...] standard-size Room tiles with the components from the base game...
