why are there almost no agora games?

there are many tournaments planned but so far out of the 15 or so i've seen, only ONE has agora on and i have not seen a single agora game being created on casual queue. why is no one interested in playing agora? i'm not a premium member so i can't create games, i'm just waiting for someone to creat...
