I also vote for this fix. Our group stopped playing Xidit turn based because of the census taking so long.

Another option would be one census step to pick which items to reveal or not and then resolve all of them in order.

In a two player game you can select upto two phases of play.
In the explore phase you are able to select the +1/+1 and the +5/+0 options.
This is the expected outcome and not a bug.
