Yeah, it seems Igramul is not considered a promo card but it is. It was not available in all printings of the game.

Hi, I just played a game of Seasons, Arcimage + Enchanted Kingdom & Path of Destiny and my opponent drafted Igramul. I thought Igramul was a promo card and that it would only be included if we selected promo before starting. I don't like playing with promo cards and that's annoying. Is that a bug?
