Pieces are limited. So you can need to remove a piece somewhere to deploy/recruit the same type elsewhere.

Opening the rule book can help you to understand that one is for declaring war and the other for removing piece.
Btw, as all can be undo, why not trying to click on it ?

Quand le bot n'existe pas dans les règles, il n'existe pas sur BGA, c'est très simple.
Si vous voulez jouer contre une IA dans un wargame, allez sur Steam, mais cela ne sera pas gratuit.
