For 5-7 player games, deal character cards per player as usual, then put unused cards on the center area.
Those cards become NPCs. Players can interact with NPCs normally, but NPCs themselves do nothing.
So the roster is same. For 5 player games, remove 1 guard or priestess randomly.

what about a second elo ranking for games played at 2p only? All “more than 2players games” know what I mean... Many games offer different styles and gameplays due to variant rules(mainly abstract games), expansion packs, and/or the number of players(PR, RollFTG, RRR, etc.), but all those cases use...

You don't have to choose anything for the effect, so the game system resolves factory ability by itself and gives you 1 rouble automatically.
Same for scoring factories (#1, #8) and doubler one (#4).

Instead exoneration or 'normal' arrest, Inspector may discard a card from hand to arrest a suspect around the discarded one.
(Whether the discarded suspect is dead or alive does not matter)
This decreases Inspector's hand size, so Inspector can perform Citizen Arrest 3 times at most.
