Sounds like a bad design since it effectively prevents all improvement to bad translations, which are more and more frequent, and I don't see any benefit from it.

How to propose a change in this behavior ?

Hello, I came here because I have seen a lot of quite obvious errors in otherwise translated strings. This is quite troublesome: Why were those translations validated with such blatant errors in them ? Also the whole process seems quite rushed: a few days after the translation opens it's already clo...
