No, this "+" is related to the Marine World association action that allows you to "pay" an extra worker to gain 2 assoc. strength.

Don't have the rules available, but I'd suspect it's in the base game rules where it specifies that when you have a worker on a spot, your next use of that spot requires 2 workers. Not sure how it's worded, since I don't think base game had any way for you to get exactly 2 workers on one spot, but ...
