Please disregard my previous post. I was able to find a way into Tapestry settings elsewhere. I am not sure what I did, but now I can create and open a new Tapestry table to accept opponents.

How does one access the other scenarios? So far, except for one game, everything has loaded as Pegasus Bridge. How do I load other scenarios?

I don't think it's broken, but the 10 point penalty for failing to feed your people seems a bit off. It would be logical to simply lose however many people you are unable to feed.
