Why would lag cause another player's clock to run down? Doesn't the movement of any clock signal connection?

In game 608599325, I was tied for the lead. The last place player's time ran down, a full minute negative, and I reluctantly hit expel.

But it expelled me, not the unresponsive player.

I've never seen BGA do that, and I've played over 6000 games. Infuriating.
