Depends on the game. Some games on BGA take way longer than 10 minutes to fill. I agree that the estimated wait time is pretty useless though.

Were you playing with the Inns and Cathedrals expansion and your incomplete city had a cathedral on it? If so, that incomplete city would score 0. Other than that, must be a bug.

When playing the T-junction tile with an inn on the T-junction, does the Board Game Arena version count the inn on both the right and left side of the road, but not down (as stated in the official rules for the physical board game)?
