Why does it not tell you how to do a takeover

I've never played take over before and I read the rules on takeovers thinking okay I get that. I then proceeded to play multiple games where I had the superior military and picked settle to takeover my way to victory. Settle turn comes around I click the planet I want to take over... Nothing happens...
