The normal mode isn't 50% luck...
look different last tournament , there are sames players who won tournaments,
for exemple i have 91% of winrate and i play exclusively in normal mode , sometimes i loose but it's not only the draft cause.
if the game depend of the draft my winrate will be around 50%

It happens, but despite everything we play to win, out of my 65 games I only had 1 game that ended with a mutual blockade otherwise it was always played until victory

The characters all have their advantages and disadvantages, if some are so strong take them and you will win, but be careful I am not sure that you will win for all that!

There is also the opposite case, the player with high elo does not want to lose so he forces a block and the opponent cannot win and the game can last forever

The rule doesn't address this issue, but there should be a possibility of a draw in these situations, either if the players agree or if the same position is repeated three times, as in chess.
