I'm new to playing with the additional buildings, and I'm confused about why BGA makes forest tiles available when the Forest House building is not in play. Aren't the forest tiles useless without the Forest House?

On each player's panel, there is a gold star with a number next to it. In other BGA games, this usually indicates the number of victory points accumulated, but there don't appear to be any points in Rallyman GT, so does anyone know what the numbers represent?
