No option to slipstream after finishing race?

On my last turn of the game, I crossed the finish line and ended right behind another car. I chose to pass on the boost phase, as I was planning on slipstreaming to take the lead, but it didn't give me the option to slipstream. There weren't any sector effects to prevent slipstreaming.
