Steward is very weak. He only is useful if you have Beekeeper or Gravedigger, which are insanely powerful already. These are the actual OP cards, but they're not so broken as to feel unfair if you play against them properly.

Agree, this and the Fara bug are really game breaking.
Some balance changes or a draft/auction would make this game be in a fine state if no further support is intended, but the current situation is a little disrespectful to the paying player base.
