has to play with someone with a low reputation. Players can set filters that will prevent being matched with low reputation players.
I know that I can prevent this when opening games.
But it still happens, if others have opened them or in arena or in tournaments.

I haven't thought about that, might really happen if someone plays that heavily that he'd experience a lot of reputation loss at once.
Still I think, it's one thing to get some time and quitting penalties, but another to have very bad reputation score.
Arena only lets players with at least 100 ELO and
60% Reputation to join games.
Also, what you say makes little sense, in my opinion, because quitting/getting expelled also results in loss of karma (a.k.a. reputation score)...
I had 0% I think once or twice, and I got back to 100% in no time, because I found some tolerant players, for some fast games.
And I also mostly host games without Karma restricton.
If for instance (for arguments' sake) something bad happened to you and you got to 0% karma by accident, how would you feel if you weren't able to get back to at least 60%, every player refusing to play with you?
