If BGA has the license for a game, why does it take weeks to get the art?

If BGA has the license for a game, why does it take weeks to get the art?

I don't understand this part of the process. If a license is in "Ready to Go" status, why does BGA have to make an additional request for the art files?

Because it's two different things :D for big publishers, it's not the same person signing licence and the one handling graphic files.
