Arena games and auto starting

Arena games are supposed to start automatically, without any player being able to decline to play. However, I quite often see arena games which do not start as they should, but say that they are waiting for one of the players to confirm. Does anyone know why this happens?

I suppose players are playing a turned based table move, and closed lobby page, so the site wait until they leave turn based game to show start game page
