Designer variant

Could the following "designer variant" be implemented?

The player who empties his hand first can take one face-up card from the player with the most cards remaining in their hand, and put it in front of him. If two or more players are tied for the most cards remaining, the player who emptied their hand can choose who to take a face-up card from.

i thought the first player out has already a big advantage by beginning the next round first, this should make the game even more aggressive
