Please help/advise: 'Not enough building size to form a federation'

Hi there,

I am a total n00b to Gaia Project and really struggling with forming federations, and I cannot decipher the error message, nor find something in the rulebook to help me.

'Simply' I am trying to form a federation. Attached is an image of what I am trying to connect/federate.

And here is the error message: 'Not enough building size to form a federation'

Where am I going wrong? Thanks in advance.

The buildings you are connecting need to have a total power value of at least 7 (See the rulebook, page 14).
The selected buildings in your screenshot only have a power value of 3.
