Is it possible to discard voluntarily from hand if you're not obliged to ?

I've seend some players discard voluntarily from hand during their turn, and keeping playing cards. Say for example you have only one card in hand and you don't want Pedro Ramirez pick it from your hand. Is it possible to discard? How?

No.

You can only discard cards when you are Sid Ketchum(discard 2 to regain 1 health), or at the end of turn when your hand size is bigger than your life, you are required to downsize your hand until it matches.
