web app desktop

in one mac i have BGA app on dock, on another (last operation system) i cant find way to add webapp on dock.
Any help?

I didn't want to spam, but I don't know if this is a good place for my question ... anyway, the question is: is it possible to somehow fix up and make it easier to see information on mobile phones as well as on PCs.
