No. There is no list. It's a very grey area, I have no inside knowledge, but my sixth sense memory: (I could be very wrong).

Licensing problems:
Dominion from early days.
Yspahan got put back in Alpha and is still there.

Some other games that wobbled a bit (got put back in Alpha or removed) but are back on here:
StirFry18, Ponte del Diavolo, maybe a few others.
Some games have been developed, but never had a license. They remain in BGA Studio.

Developer problems:
There are a few games that have struggled to either get out of Alpha or Beta. Very difficult to tell the exact reason, the most notable is Room25, Xanadu(?). Other games may just be that it takes a long time sometimes, like El Grande and a few others.
