Confusing Tourney victory in Sushi Go multi-elim

We were playing multi-elim, so two players needed to be selected to move to the next round, BUT there was a tie for second, and they also tied the tie-breaker.

In the past when there is a full tie in a tourney game, the system has chosen the player with the most time still on the clock to move on, but this time it did the opposite? What was this win based on? Does it just flip a coin for a full tie in second? Am I missing some second tie breaker in Sushi go?

There is no second breaker at sushi Go.
The person put through has been a BGA member longer than the eliminated person and has a higher ELO but j have no idea if those metrics are used or its a coin flop. A flip is fair at least if that's the answer.
